Whether the jurisdiction scope of the Edge Act, 12 USC § 632, which creates federal court jurisdiction over civil suits where a national bank is a party and the dispute arises out of transactions involving international or territorial banking, extends to a case alleging misleading statements in the offering documents of hundreds of mortgage-backed securities (MBS) collateralized by trusts containing numerous individual mortgages.
