Program Manager, Foreign Payments Practice and Automatic Exchange of Information, New York , IRS

Yuen began his career with the IRS in 2002 when he was hired as a Revenue Agent in the SB/SE general program.  In 2006, he crossed over to LB&I Financial Services Industry and took on different positions with increasing responsibilities.  In January 2010, Yuen was selected as a Team Manager responsible for training and developing a group of new Domestic Agents with prior private industry experience.

In 2012, Yuen joined the ADCI of LB&I, and was selected as the Deputy Tax Attaché representing the IRS in the Asia and Pacific region.  In this position, he worked with various stakeholders, both internal (Agents from CI, SBSE, LB&I and Counsel) and external (Competent Authorities from different countries in Asia), on Exchange of Information matters.  He also worked collaboratively with US Embassies/Consulates in different countries in Asia to deliver taxpayer workshops and provide taxpayer services to American Citizens living in the Asia and Pacific region.  In 2015, Yuen relocated back to New York City and joined the FPP as the Financial Intermediaries Team Manager with responsibilities including the Qualified Intermediaries and Withholding Foreign Partnership Program.

In 2020, Yuen was selected as the Program Manager for the Program Office within FPP and oversee the operation of the Central Withholding Agreement Program, the Planning & Analysis Team with responsibilities for FATCA registration and FATCA certification and the Qualified Intermediaries Program.

Yuen is a licensed CPA in New York State.  He received his BA degree in Accounting and his MBA degree in Taxation from Baruch College – Zicklin School of Business.
