TBMA Submits Comments to Multiple Federal Agencies on Risk-Based Capital Guidelines in Securities Borrowing Transactions
The Bond Market Association (TBMA)* provides comments to the Office of the Comptroller of the Currency (OCC), theBoard of Governors of the Federal Reserve System (Federal Reserve), and the Federal Deposit Insurance Corporation (FDIC) on an interim rule for risk-based capital guidelines in securities borrowing transactions, OCC Docket No. 00-28; Federal Reserve Docket No. R-1087. The interim rule would change the capital treatment for cash collateral that is posted in connection with certain securities borrowing transactions. TBMA strongly supports the interim rule and offers its observations and recommendations.
