Proposed Amendments to Rule 610 of Regulation NMS

The Equity Options Trading Committee of SIFMA provides comments to the Securities and Exchange Commission (SEC) on proposed amendments to Rule 610 of Regulation NMS, File No. S7-09-10. SIFMA shares its recommendations and requests clarification of the SEC’s proposed amendments. SIFMA welcomes that the SEC is addressing some of the complexity around the cost of accessing quoted price option prices. Specifically, SIFMA asks for further clarification on “all in” costs associated with the new proposal and its relation to the $0.30 access fee; and requests clarification on the fees to be included in and excluded from the calculation of the access fee, e.g., Options Regulator Fees (ORF), Trading Activity Fee (TAF), and SEC Section 31 fees.
