Secure Encryption to Protect Global Business Communications

The Securities Industry Association (SIA) provides comments to the U.S. Department of Commerce on proposed changes to the export regulations governing software with encryption capabilities, Docket No. 960918265-6366-03. SIA believes the proposals do not provide strong, secure encryption. In particular, a lack of attentiveness to liability, accountability, and due process in the Key Management Infrastructure (KMI) make the proposals unworkable as a solution to the export policy problem.
