Shawn Lonergan, Ph.D.

Dr. Shawn Lonergan is a principal in PwC’s Cyber, Risk, and Regulatory practice where he is the global technology and operational resilience leader. He is also a Lieutenant Colonel in the US Army Reserve 75th Innovation Command. Shawn has over 20 years of combined experience across the public and private sectors. In the former, Shawn was a US Army Intelligence and Cyber officer, with significant operational experience in deployed environments. He also held key roles at the National Security Agency, United States Cyber Command, and served on the faculty at the United States Military Academy at West Point. Of note, Shawn was the former head of the Department of Defense’s pilot program to protect critical infrastructure from systemic cyber attacks. Additionally, Shawn served as a Senior Advisor to the US Cyberspace Solarium Commission. Shawn is a graduate of the United States Military Academy at West Point and holds two master’s degrees and a Ph.D. from Columbia University.  He recently authored the book, Escalation Dynamics in Cyberspace, published by Oxford University Press.

At PwC, Shawn specializes in incident and threat management and resiliency and has helped our clients handle breaches, develop resilience fusion centers, respond to regulators, and mature their cybersecurity and resilience posture. This has made him a trusted resource to client stakeholders at the board level and across the three lines of defense and he is a well published thought leader in the field.

Relevant experience

• Helped clients across multiple verticals conduct gap analysis of critical security controls and remediation between the first and second lines of defense.
• Assisted clients in responding to regulator requests related to operational resilience; designed robust remediation roadmaps to satisfy regulator findings.
• Oversaw multiple large scale incident responses for clients. Dealt with a diverse set of stakeholders to include regulators, external counsel, external audit, board members, and C-suite executives.
• Developed PwC’s proprietary Resilience Maturity Assessment criteria and our technology and operational resilience solution suite.
