Charles Massaro

Charles Massaro is a senior financial services executive with more than 20 years of experience in margin lending, regulatory compliance, and risk management. He holds a double major in Finance and Management Information Systems from Villanova University.
For the past three years, Charles has served as Head of Margin for National Financial Services at Fidelity Investments. In this role, he leads a large, nationally distributed team responsible for enforcing Regulation T and FINRA Rule 4210, ensuring firmwide compliance while improving operational efficiency and scalability. His focus is on disciplined risk management, effective regulatory execution, and consistent delivery of high-quality client service.
Previously, Charles spent 17 years at Goldman Sachs, where he ultimately served as Global Head of Margin Lending. He led cross-regional teams and was instrumental in the design, testing, and implementation of core regulatory infrastructure supporting margin requirements.
Charles serves on the FINRA Rule 4210 Committee and the SIFMA Credit and Margin Forum Leadership, and he is a member of the St. Agnes Cathedral School Board.
