Senior Director, Market Regulation, Municipal Securities Rulemaking Board (MSRB)
Bri Joiner is Senior Director within the Municipal Securities Rulemaking Board’s (MSRB) Market Regulation Department, where she serves as lead advisor to the Chief Regulatory and Policy Officer on legal and policy matters affecting the $4 trillion municipal securities market. In furtherance of the MSRB’s rulemaking initiatives, she makes presentations before the MSRB’s Board of Directors and leads the efforts of and supervises the work of departmental staff attorneys. Ms. Joiner also oversees a portfolio of programs (i.e., enforcement coordination with regulatory peers, compliance support and education and examiner training program) under the Market Regulation department umbrella. She maintains responsibility for strategic planning and execution of long-term objectives related to such programs. Ms. Joiner also serves as a member of the MSRB’s Retirement Plan Investment Committee.
Before joining the MSRB, Ms. Joiner spent ten years at the Financial Industry Regulatory Authority (FINRA) – most of that time in FINRA’s Office of General Counsel (OGC), where she worked on rulemaking initiatives and researched complex legal and compliance matters. She also held the position of Associate Director in FINRA’s Member Education department, where she advised on initiatives having a market impact and served as a subject matter expert on various sales practice and financial service topics. Ms. Joiner began her career at the U.S. Securities and Exchange Commission (SEC), where she guided the disposition of customer-related disputes with registered broker-dealers.
Ms. Joiner earned her Juris Doctor (JD) from the Walter F. George School of Law, Mercer University, and a bachelor’s degree, magna cum laude, from Spelman College. She graduated in the top 10% of her class at Spelman and is a member of the Phi Beta Kappa Honor Society, Golden Key International Honour Society, and Phi Delta Phi Legal Fraternity.
