SIFMA provides comments to the NYSE Euronext on Global Data Agreements, including the Global Data Agreement for Redistributors (RDA), Global Data Agreement for End Users (EUA), NYSE Euronext Market Data Policies (Policies), and the Global Data Agreements Glossary (Glossary) requesting that the exchange not finalize the Agreements, nor request that SIFMA’s members sign the RDA, until after SIFMA has met with senior officers of the exchange and agreed on resolutions to our concerns. The Agreements raise substantial issues at the heart of the exchange’s relationship with member firms and the exchange’s role as a self-regulatory organization (SRO) and exclusive processor of market data that must be distributed on fair and reasonable terms and in the public interest.
