Prudential and market regulators are looking at the cumulative rule set to see what works and what doesn’t work, and are looking to see how banks, broker-dealers and asset managers can continue to provide credit and capital to the economy. “Market participants certainly have seen fragmentation” in swaps markets and there has been gold-plating of capital rules, for example, but progress has been made in other areas, such as global regulators’ pullback from imposing bank-like regulation on the asset management industry.
