Kimberly A. Schoenbacher

Director of Field Operations Foreign Payments Practice and Automatic Exchange of Information, New York Internal Revenue Service (IRS)

Kim joined the Internal Revenue Service in August 2013 as the Program Manager of the Foreign Payments Program Office.  Throughout her tenure at the Service she has had a several detail assignments including co-leading the LB&I Tax Reform Implementation team representing LB&I’s coordination efforts with various stakeholders to implement the Tax Cuts and Jobs Act.

Since 2018, Kim has been the Director of Field Operations of the Foreign Payments Practice (FPP) and Automatic Exchange of Information (AEOI) which includes a nationwide cadre of specially trained examiners that focus on withholding tax examinations. The Foreign Payments Practice also encompasses withholding and refund compliance, the Foreign Account Tax Compliance Act (FATCA) implementation & compliance, the Financial (Qualified Intermediaries) Intermediaries Program, the Central Withholding Agreements Team (that focus on foreign athletes and entertainers) and the Automatic Exchange of Information Program.

Prior to joining the Service, Kim was with PricewaterhouseCoopers LLP (“PwC”) from 2007 through 2013 where she began as an associate with the International Tax Services-Alternative Investments practice.  In November 2008, Kim joined PwC’s Tax Controversy and Dispute Resolution Team and consulted on various Practice and Procedural matters, including Global Information Reporting.

Kim received her law degree from New York Law School cum laude in 2005; she obtained her L.L.M. in Taxation from New York University School of Law 2009 and received her B.A. from Connecticut College.
