Robert Fishman is the Senior Associate Director of the Division of Conservatorship in the Federal Housing Finance Agency (FHFA). As the operating officer for the Division of Conservatorship, he is responsible for leading, coordinating, and clarifying agency and Enterprise (Fannie Mae and Freddie Mac) activities related to the Conservatorship and FHFA’s Strategic Plan for the Enterprise Conservatorships. Robert is responsible for the Office of Strategic Initiatives, the Office of Asset Conservatorship, the agency-wide Project Management Office, the division’s risk management and budget activities, and division representative on the agency’s Executive Committee on Internal Controls. He is also the FHFA’s lead for the development and implementation of the Common Securitization Platform and the Single Security Initiative. Prior to joining FHFA in December 2012, Robert was the Managing Executive of the Office of Compliance Inspections and Examinations at the Securities and Exchange Commission, where he had responsibility for the operational functions (strategic planning, budget, information technology, human resource management, risk and surveillance analytics, etc.) of the National Exam Program. Previously, Robert was the Chief Risk Officer at the Government National Mortgage Association (“Ginnie Mae’) and he spent 15 years at Freddie Mac, where he held a variety of senior positions related to business operations and controls. He had previously worked at the U.S. Department of the Treasury and the Office of Management and Budget.
