D. Andrew Neal
Andy Neal is the Federal Insurance and Mitigation Administration’s Actuarial and Catastrophic Modeling branch chief. He is involved with rate-setting and reporting on the NFIP‘s financial risk to management and stakeholders and is currently leading the NFIP Reinsurance Program. Andy helped lead FEMA’s team that provided technical assistance to congress as the Biggert Waters Flood Insurance Reform Act of 2012 and Homeowner Flood Insurance affordability Act of 2014 were being considered, and led the team coordinating implementation of the Acts. Andy is a Fellow with the Society of Actuaries and received bachelor degrees from the Florida State University in Math and Music Performance, and a Masters in Bassoon performance from the University of Cincinnati, College Conservatory of Music. In his free time Andy spends time with his wife and their three daughters and is an avid cyclist.
