Summary

SIFMA provided comments on the proposed Qualified Intermediary (QI) Agreement published in Notice 2016-42, which includes the requirements for qualified derivatives dealers (QDDs) pursuant to regulations issued under section 871(m) of the Internal Revenue Code. In addition, the comment letter reiterates SIFMA’s prior request for a delay of the Jan 1, 2017 implementation date for the fall 2015 section 871(m) final and temporary regulations.
